The City of Irving Purchasing Division strives for open and fair competition, while maintaining goodwill with all vendors interested in doing business with the City of Irving.

The Purchasing Division provides procurement support to city departments for construction, architectural, engineering services, professional services, other services and goods. Depending on the dollar amount of goods or services being purchased, the city may solicit competitive quotations via telephone, fax, email, or by sealed bid/proposal process.

Capital Improvement Projects (CIP) 
CIP bids must now be submitted to the Purchasing Division, 845 W. Irving Blvd. Bids may be submitted in person or by common carrier. There will be a public opening of bids, immediately following the closing, in the Purchasing Conference room at the same location.

Receiving Solicitation Notices
All notices for formal ITB and RFP/RFQ solicitations by Purchasing will be sent electronically. In order for you to receive notifications, please complete the Bidder's Notification and fax or send to the City of Irving Purchasing. By completing the Bidder's Notification with your current email address, your company will be added to our notification database. There is no charge for this service.

You may be missing business opportunities

You may not be receiving notices of City of Irving solicitations for goods and services if your email address has changed, and you haven't notified us. Often this happens when an individual leaves a firm. If you registered to get email notices about upcoming bid opportunities and you are not receiving notices, it may be because the email address on file is no longer valid. If your email notice"bounces back," you may be deleted from the notification database. However, you may still bid on any solicitation, and you may be added back to the notification database by correcting the email problem and submitting a new application Keeping your email address current and not blocking email from the City of Irving will allow you to receive upcoming notification of business opportunities with city.Many companies fail to receive email notices because the email address is tied to an individual who has left the company.

Irving: A Leader in M/WBE Participation
The City of Irving ranks at the top of North Texas suburban cities in securing contracts for minority and women-owned businesses. While many other suburban cities do not have a formal M/WBE program, Irving actively solicits M/WBE vendors under a Council resolution passed unanimously in January 2007.

Other Irving actions to enable diversity in solicitations:

  • Irving has a full-time M/WBE Program Administrator. Deborah McVean brings over ten years of experience working with small and M/WBE businesses.
  • Irving has a separate Web page set aside for M/WBE information.
  • Irving is a member of the North Central Texas Regional Certification Agency.
  • Irving has goals on every formal procurement, and has an overall goal of 26 percent of dollars awarded by the City Council going to M/WBE vendors.
  • Irving follows up to make sure payments to M/WBE sub-contractors are made as promised.
  • Diversity in procurement is a significant part of one of the ten strategic goals the City operates under.
