Item 1 – Approval of Minutes

Kevin Reno made a motion to approve the minutes. Motion was 2nd by Matt Davis. The motion carried unanimously.

Item 4– Paddle Boat Proposal

Jim Burgess spoke to the board about putting paddle boats at Centennial Park. He would like to operate a paddle boat business during the months of June, July and August six or seven days a week, 12 hours a day, possibly $10-$12 hr. and removing boats at night. This item will possibly be on the June agenda also.

Item 5– Action Items

A. Consideration of Amendment to Victoria Park Master Plan

Casey Tate reviewed the amendments to the Victoria Park Master Plan with the board members. The proposed disc golf course will not be at Victoria Park as first presented in the Master Plan but will now be located at the northwest end of Harrington Park. Harrington is an ideal site since the park is not adjacent to any residential areas and there is no other dedicated use for the northwest end of the park. The placement of the disc golf course at Harrington will free up the northern end of Victoria Park and allow enough space to add a single lighted tennis court in the northwestern corner of the park adjacent to Country Club Road.

Staff is also moving the northern parking lot to the west to make it adjacent to the tennis court. Staff recommends the endorsement of an amendment to the Victoria Park Master Plan. Board member Matt Davis made a motion to endorse the amended plan. Daisy Staples 2nd the motion. The motion passed unanimously.

B. Review and Endorsement of Revisions to Park Chapter

Paul Gooch reviewed the new revisions to the Park Chapter with board members. Paul answered questions from the Board members regarding the revisions. Matt Davis made a motion to endorse the revisions to the Park Chapter. Kevin Reno 2nd the motion. The motion passed unanimously.

Item 6Information Items

A. Recreation Division Efforts Towards Town Hall Concept

Dwight Pinnix made a Power Point presentation to the board on the efforts made by the Recreation division towards the Town Hall concept. Dwight answered questions from board members.

B. Further Discussion of Town Hall Concept

Paul Gooch suggested to the Board members that they meet with the advisory councils and discuss the Town Hall concept for their individual recreation center.

D. Athletic/Aquatic Activities Update

Chris Michalski told the board that participation in the athletic events has been great. The seasonal pools will be open on Memorial week-end and then will re-open for the summer when school ends. Chris contacted the Irving Police Dept. after several safety issues were brought up in the April Park Board Meeting concerning Victoria Park. Staff verified that there were appropriate signs posted in the park entrance declaring the hours of operation and also no alcohol signs posted both in English and Spanish. The police indicated that they would increase their patrols around Victoria Park along with staff members occasionally stopping by to check on the park.

E. Recreation Activities Update

Dwight Pinnix reminded the board of the Byron Nelson starts this week and the Senior Center Staff will be working the Byron Nelson and Heritage seniors will be volunteering at the event also. The Senior Center will be on a modified schedule this week with lunch being a box lunch. Dwight mentioned that Senter Park will have a free Summer Spectacular concert with several bands and children’s activities on May 15th. Dwight informed the board that Lori McLain, Youth Services supervisor has resigned and Ray Cerda has been promoted to Community Programs Supervisor to fill the vacancy. Ray will now be the supervisor over Lively Pointe along with being the supervisor of Lee Park which he has supervised for several years.

F. Current Projects Update

Casey Tate mentioned that the MacArthur wall project has been finished and looks very nice. Casey also mentioned that Bird’s Fort Trail pavilion is out to bid and he will keep the board updated on the status as the bid is awarded. Casey reminded the board of the Irving Veteran’s Memorial dedication on May 23rd at 2:00 p.m. Casey answered questions from board members regarding the current projects.

Item 7Committee Reports

Daisy Staples advised the other board members that Miss Mature Irving Marie Mohan is running in the State pageant this week-end at the Dallas Marriott. She encouraged all to attend.
