Irving operates under a council-manager form of government. Residents elect a mayor and eight council members to serve the city. All nine members are elected at-large, but Places 1, 2, 3, 4 and 5 are required to live in a certain area of the city. The mayor and council members in Places 6, 7 and 8 can live anywhere in Irving. Council members serve three-year terms.

Council meetings are held twice a month on alternating Thursdays, beginning at 7 p.m. Residents can speak on items listed on the agenda when that item is up for discussion. Public comments on items not posted on the agenda are accepted immediately following adjournment of the meeting. Upcoming programs or activities can be announced prior to the start of each meeting.

Mr. Gears was elected Mayor in 2005. He previously served as a member of the Irving City Council from 1998-2004. Mr. Gears is also a financial consultant. Thomas D. Spink, Place 1

Thomas D. Spink was elected to the City Council in May 2007. He is also the owner of an insurance agency and has 42 years experience in real estate, banking and securities. Mr. Spink is on the Community Services Committee and the Legislative Committee.  He is the council liaison to the Museum Board, the Preservation and Redevelopment Board and the Youth Council. He also serves as an alternate council liaison to the Arts Board, Health Board and the Library Board.  Mr. Spink is the alternate council representative to the Trinity River Authority.  Mr Spink is the husband to Linda Parker-Spink and the father of four children.  He and his wife currently have four golden retrievers. Beth Van Duyne has been a member of the City Council since 2004 and was re-elected in May 2007 to another three year term.  She serves on the Council's Audit and Finance, Planning/Development and Legislative committees. She is also Chairman of the recently established Communications Committee. Beth is the council liaison to the Health Board, Library Board, and Carrollton-Farmers Branch and Coppell ISD's and serves  as an alternate liaison to the Parks and Recreation Committee.  She is the City of Irving's representative to both the National League of Cities and North Central Texas Council of Governments.  She is the owner of a marketing consulting firm and graduated magna cum laude from Cornell University with honors in all subjects.  Most importantly,  she is the proud mother of two wonderful children, Katie and Pearce, and wife for the past twelve years to her husband, Casey.    Phone: (214)876-0594

Lewis Patrick has served on the City Council since 1996.  He was the Director of Public Works for the city of Irving and is retiered. Rose Cannaday was elected to the City Council in May 2007. She is the owner of a mediation company. Mrs. Cannaday serves on the Audit and Finance Committee, the Community Services Committee, and the Public Works Committee.  She is the council liaison for the Animal Shelter Board, Chamber of Commerce and the Irving Flood Control District #3.  Mrs. Cannaday is the alternate council liaison for the Housing and Human Services Board, the Irving Convention and Visitors Bureau, the Preservation and Redevelopment Board and the Tax Increment Finance Board. Joe Philipp has served on the City Council since 1996.  While on the council, he has served two terms and was appointed Mayor Pro Tem for 1999-2000 and for 2005-2006.  Mr. Philipp is the chairman of the Audit and Finance Committee, and takes an active role in budget and audit financial review, strategic planning, and real estate actions in the city of Irving He is also a member of the Community Services Committee and the Communications Committee.  Mr. Philipp is the council liaison to the Housing and Human Services Board, Tax Increment Finance Board, Irving ISD, and serves as a Board Member of the North Texas Commission.
