Housing and Human Services Department Announces Approved fiscal year 2004-2005 Funding
Printed below is a summary of the approved activities to be funded during the 2004-2005 fiscal year details of which can be found in Section 8 of the 2004-2009 Consolidated Plan approved by the Irving City Council on July 15, 2004. The general purpose of the HUD grants for which this plan was developed is: to provide decent housing, establish and maintain a suitable living environment, and expand economic opportunities for all Irving residents, particularly low and moderate income persons. The Action Plan identifies activities to be funded and implemented in FY 2004-2005 in accordance with approved Consolidated Plan Priorities and Goals.
This plan meets federal requirements under the Housing & Community Development Act of 1974, as amended; the National Affordable Housing Act of 1990, as amended; and the Stuart B. McKinney Homeless Assistance Act of 1987, as amended. All projected uses of funds under the Action Plan are eligible in accordance with the following federal regulations: 24 CFR Part 570, CDBG Program Final Rule; 24 CFR Part 92, HOME Program Final Rule; and 24 CFR Part 576, ESG Program Final Rule. The Action Plan serves as the City of Irving's application for federal funds under the above-listed grant programs.
Total anticipated new funding for FY 2004-2005 under the above programs is $4,257,836 including $2,814,736 in CDBG, $1,340,275 in HOME including $173,037 in funds solely dedicated to the American Dream Downpayment Initiative, and $102,825 in ESG funds. This funding is anticipated to be available beginning October 1, 2004.
This Action Plan also includes reprogrammed prior years’ grant funds totaling $1,237,604.90; $822,908.66 in CDBG funds, and $414,696.24 in HOME funds. These funds were made available when previously identified projects were cancelled.
CONSOLIDATED PLAN SUMMARY
As recommended by the Council-appointed Community Development Advisory Committee (CDAC), “the purpose of the City of Irving's HUD Housing and Human Services Department is to support Neighborhood Revitalization and Community Services on behalf of those residents who are most in need (especially the youngest and oldest among us) and on behalf of those neighborhoods most in need, through effective projects which serve the largest number of people possible.” This purpose is proposed to be achieved through the following priorities and goals established in the City’s 2004-2009 Consolidated Plan.
Priority Housing Needs & Goals
1) Increase the amount of affordable single family housing;
2) Increase opportunities for homeownership by very low to moderate income families;
3) Owner-occupied housing rehabilitation/reconstruction;
4) Renter-occupied housing rehabilitation, in association with approved Housing and Human Services Department activities.
Priority Needs of Homeless Populations
1) Establish and support programs that prevent homelessness;
2) Continue to support transitional housing and/or emergency shelter units at current level for homeless families & victims of domestic violence.
Priority Needs of Special Populations
1) Support programs to assist the elderly & frail elderly in maintaining independent living and meeting daily needs of food, shelter and medical services;
2) Support programs to meet the medical & dental needs of the very low- to moderate income population within the city;
3) Support programs to assist youth (especially "at-risk" youth) in meeting their developmental and social needs.
Priority Needs of Neighborhoods and the Community
1) Promote neighborhood revitalization through targeted marketing of housing and other services and implementation of programs which promote strong neighborhoods;
2) Provide infrastructure/park improvements in very low to moderate-income neighborhoods where needed and not covered by other city-sponsored projects or bond programs, in association with approved Grants Program activities.
AMENDMENTS TO THE CONSOLIDATED PLAN OR ACTION PLAN
The City of Irving will amend this Action Plan whenever a substantial change is anticipated. The following are considered substantial changes: (1) deletion of priorities or activities not included in the Five Year Consolidated Plan; (2) addition of priorities or activities previously omitted from the Five Year Consolidated Plan; (3) a significant change in the purpose, scope, location or beneficiaries of an activity previously described in the Action Plan; and (4) a budget change in excess of $50,000 for activities previously described in the Action Plan. All amendments to the Five-Year Consolidated Plan or Annual Action Plan will be preceded by appropriate public notice and 30-day public comment periods, as required by federal regulations regarding change in use of funds.
