Irving was ranked third in the nation for its population category in The Center for Digital Government’s 2009 Digital Cities Survey. The cities were chosen from the results of the ninth annual Digital Cities Survey, which examines how municipalities incorporate information technology into operations which better serve citizens engaging with local government.

IT Department Mission - Provide innnovative, efficient, accessible and secured technologies to enable its customer to effectively meet it's goal.

Information Technology is divided into two major functions with six divisions
Planning Operations Division (Infrastructure)
The Planning Division is responsible for IT policy creation and review, project management, performance measurement, process improvement and system research.
Communications Division (Infrastructure)
The Communication Division is responsible for the planning, designing, installing and maintaining the city's communications equipment and systems.
Network Systems (Infrastructure)
The Network Systems Division is responsible for network management, network security, server management and messaging services including e-mail, black berry and VoIP telephony.
Service Desk (Operation)
The IT Service Desk Division provides end-user support, incident and request resolution, equipment purchase and installation and application training.
Integration - Database and GIS Services (Operation)
The Database and GIS Services Division has brought together the database administration and GIS groups to jointly provide enterprise database management, database backup and recovery planning, systems integration and application development.
Software Services (Operation)
The Sofware Services Division is responsible for application support and implementation, e-government solutions and website management, new system evaluation and system analysis and reporting.
