     The file contains a speech given by Mayor Morris Parrish when presenting Robert and Becky Power the High Spirited Citizen Award in October 1997.  The file also contains a resolution passed by the Board of Directors of the Las Colinas Association.  The resolution names Ben H. Carpenter the Chairman Emeritus for Life of the Board of The Las Colinas Association for his work in developing the Las Colinas master-planned community and for his generosity toward the City of Irving.


     Robert Power served as a city councilman and mayor of Irving during the 1960s and early 1970s.  Becky Power was instrumental in the creation of the Sixth Floor Museum.  Both have been actively involved in the City of Irving’s political, social, and cultural life for decades.

     Ben H. Carpenter developed his family ranch in north Irving into the Las Colinas master-planned residential and commercial development.  Mr. Carpenter also donated land for the Irving Community Hospital and the Irving Arts Center.
