SHELTER-IN-PLACE UPDATE 3/22/20: Due to Dallas County’s shelter-in-place order, Irving libraries will suspend all IPL Express curbside and drive-up window services in addition to being closed to visitors. At this time, Irving residents and Irving ISD students should take advantage of online options to obtain a card. Nonresidents who would like to sign up for an account may purchase an e-card to access online services, which can be converted to a card to check out physical materials when the library reopens.
UPDATE 3/18/20: For a limited time, beginning March 17, changes were made considering the health and safety of the public during the COVID-19 situation. These temporary changes are reflected below. We encourage everyone to stay safe and do what works best for their personal situations until our buildings can reopen and people can enjoy all the wonderful books, movies, music, public internet and other services available to them.
Library materials need to be returned on time. Materials may be returned at any Irving Public Library location. After-hours 24/7 book return windows are available at all library locations. Damaged materials should be returned and reported to an IPL Express Service point at South Irving Library, Valley Ranch Library or West Irving Library.
If materials are not returned on time, customers may not check out materials, use the public computers, place materials on hold, or renew library materials. Once the late materials are returned or charges are resolved, privileges are restored.
If items are not overdue or on hold for another customer, they may be renewed. Temporarily, DVDs/Blu-rays may be renewed up to 3 times. All other materials may be renewed up to 5 times. Renew materials online with your library card and PIN number or call (972) 721-2580 for the automated renewal service available 24 hours a day.
Placing a Hold
If the item you want is not available at the library you are using, you may place a hold on the item. If the item is available at another branch, it will be sent to the branch of your choice (excluding East Library). If all copies are checked out, you will be placed on the holds list to receive a copy when one is available. As of March 18, for a limited time, a card set to REGULAR status may have up to 40 hold requests at one time.
Due to limited staffing at library locations, temporarily, holds may be placed by phone or using the library’s online catalog. The library will notify you when the item is ready to be picked up either by phone or via email. Materials that are ready for pickup are held for twelve days (a temporary increase as of March 18, 2020). Customers with late materials or charges on their account cannot place any hold requests.
Replacing Library Cards
A $2 replacement fee is charged for all replacement cards. A valid photo ID must be shown and account information verified to obtain a replacement card.
Fines and Fees
The Irving Public Library does not charge fines for overdue materials. The library does charge for lost or damaged materials; charges may include a non-refundable processing fee up to $5. Cardholder accounts with charges more than 75 days past due may be referred to the library’s collection agency. Accounts sent to the collection agency are charged an $8.95 non-refundable collection fee, which the cardholder must pay to clear the account, even if the items are returned. Payments and Payment Plans
Payments are accepted at all library locations, online, or over the phone. At this time, staff can only accept credit card (Visa, MasterCard, and Discover) payments which will be made over the library’s Online Payment system. Monthly payment plans are available in order to allow a continued checkout and use of public computers. You may ask about plans at an IPL Express point of service at South Irving Library, Valley Ranch Library or West Irving Library. East Library and Learning Center is temporarily closed at the current time.
Library Refund Policy
No refunds will be issued for payments after 60 days. Refunds require the original payment receipt(s). Processing fees are non-refundable. Lost item(s) must be returned in good condition for refund. All library card fees are non-refundable.
The registered cardholder is responsible for all materials borrowed on the card and agrees to abide by all library policies in effect. Call the library at (972) 721-2606 to promptly report a lost card or changes in address or phone information. The card is the property of the Irving Public Library.
Public Computer Use
Your library card and PIN are required to use a public computer. A customer is allowed to log on three times a day. Public computers cannot be used by customers with late materials or charges on their accounts. Computer Use Only cards are available. View the Computer and Internet Policy (PDF).

Borrowing Books From Other Libraries
Irving residents with a full access card in good standing may request a book that Irving Public Library does not own through InterLibrary Loan. Please allow for delays using this service as other libraries may be closed or not providing ILL service at this time. Requests are limited to books and articles. Books published within the last six months are not eligible. You can submit a limited number of requests online or call the library at (972) 721-2606. Residents of Irving may also request a TexShare card to borrow materials from other TexShare libraries in Texas. Your IPL card must be in good standing for at least six months to qualify for a TexShare Card.
