Residential Permit Applications

Building permits are required to erect, enlarge, alter, move, demolish or repair a structure in the City of Irving.

Use the City of Irving’s online permit portal to apply for a permit. Refer to the Online Portal Tips page for instructions on how to create an account and use the platform. 

What is needed for a permit? 

  • If the homeowner is planning to do the work themselves, the homeowner must have a homestead exemption filed with the Dallas Central Appraisal District before applying for a residential permit, except roof permits.
  • For most permits, a plan showing the proposed changes is required; for more information, see the residential brochure
    • The following do not need any plans: 
      • Demolitions
      • Electrical
      • HVAC
      • Plumbing
      • Water heater
      • Reroofing

Permits are not required for cosmetic work such as painting, carpeting and cabinetry, nor is it required for replacing fixtures or appliances, except water heaters, at existing connections.
