City of Irving Closures, Cancellations, But Open for Business

Dallas County has declared a disaster for public health, and on March 23, amended its order for public gatherings. As a result, the City of Irving is taking action regarding specific city-sponsored events and activities with 10 or greater participants, as well as other high-risk activities and areas. In addition, the county emphasizes the importance to maintain a social distance of 6 feet.

Until further notice, the following closures, cancellations and other measures are in effect.

City Hall

  • The City of Irving has closed public access to City Hall, effective Tuesday, March 24. All public business will be conducted by appointment only. View/download the Frequently Called Phone Numbers flier (PDF).
  • The next City Council Work Session and City Council meetings will be held April 16, with meeting times to be announced.
  • City Council and Work Session meetings, as well as Planning and Zoning meetings, will be broadcast live via Visit for cable channel guides and links to online content, as well as on-demand shows.

Arts and Culture

  • All city museums are closed through April 5.
  • The Irving Arts Center is closed through April 5.
  • All museum and Arts Center programs and events are canceled through May 15.

Animal Services

  • In an effort to protect public health, the City of Irving will manage public access at the Irving Animal Care Campus (IACC), 4140 Valley View Lane. Managed access will remain in effect until further notice. The IACC will be open 11 a.m. to 6 p.m. daily. See all the updates at the Animal Services page.
  • All volunteer and community service activities are suspended. 
  • The Irving Dog Park is closed.


  • All Irving Fire Stations are closed to casual visitors, until further notice.
  • Due to COVID-19 pandemic orders, walk-in-plan review is cancelled until further notice. Please submit plans online


Irving Public Library

  • All Irving Library on-site programs are canceled until further notice.
  • In response, all Irving Libraries will cease IPL Express curbside and drive-up window services at 7 p.m. Monday, March 23. Please pick up holds, if possible. Items already checked out have extended return dates.
  • East Library and Learning Center will accept returned materials through its book drop.
  • Irving Public Library offers five different digital download resources for library card holders.
  • Drop-off boxes are closed. Checked out materials’ due dates have been extended.

Municipal Court

  • Court dockets expected to serve more than 10 people have been rescheduled. 
  • For those who are requesting resets, they will be granted up to 90 days.


  • All recreation centers, as well as the Heritage Senior Center and Lively Pointe Youth Center, are closed. All associated activities/events are canceled until further notice.
  • All City of Irving fitness facilities are closed.
  • North Lake Natatorium and Heritage Aquatic Center are closed. All events, open swims, lessons and practices are canceled as a result.
  • The Lively Park Skate Park is closed.
  • The Irving Dog Park is closed.
  • All playgrounds, park equipment and sports courts are closed until further notice. However, open space parks and trails remain open.
  • All athletic fields for practices, league play and tournaments are closed.


  • The Irving Police Department’s Records and Property Room sections are closed to the public until further notice as a result of the novel coronavirus pandemic. Visit the Police Records page for information on obtaining records and property.
  • Payments for alarm permits will not be accepted in person. Visit the Alarm Permits page for information on purchasing, renewing and making other payments for permits.

Trash and Recycling Services, Landfill Operations

  • The annual giveaway of Mustang Mulch in April is canceled to limit contact between the public and Solid Waste Services staff.
  • All normal trash, recycling, and bulk collection services remain unchanged.
  • Irving’s Hunter Ferrell Landfill, 110 E. Hunter Ferrell Road, is closed to the public for general waste debris and has revised its operations.
  • Residential and commercial construction are considered “Essential Critical Infrastructure” as defined in the Dallas County’s order. The landfill is available for commercial and residential contractors to access the landfill for construction waste. View criteria here.

Other City Events

Other Events and Activities

  • Anyone planning to attend any events such as concerts, conferences, etc. should contact the event organizer for information concerning cancellations or rescheduling.
  • Public transportation - TRE rail and DART rail and buses - are operating on modified weekday schedules, effective March 23 and April 6, respectively.
  • All Irving restaurants are closed for dine-in service; carry-out service only will be available. Contact the restaurant for details on their offerings.
  • All bars, lounges, taverns, gyms, arcades and private clubs are closed.
  • Arenas, stadiums, event centers, meeting halls, conference centers and large cafeterias are closed.

Please note, the City of Irving may adjust these actions as the situation develops and Dallas County makes further recommendations.
