The City of Irving proposed a new Special Events Ordinance for events on public property that involve the closing of a public street, blocking of public property, sale of merchandise, food or beverage on public property, and other activities as listed in the ordinance. Irving City Council approved the ordinance on Dec. 9, which will take effect February 1, 2022.
The proposed new Special Events Ordinance will ensure a safe and sanitary environment for the events, facilitate the promotion of events and activities, and stimulate economic growth. The ordinance defines a special event as any temporary outdoor event or gathering on public property that is otherwise prohibited by city ordinance or applicable zoning. Special events on private property are excluded as well as a demonstration, funeral procession, and a city produced special event.
Currently, the city receives about 60 special event permit applications per year for marathons, walks and other activities blocking or restricting public roadways. Staff presented the draft ordinance to council at the Sept. 16 Work Session meeting.
