Prior to installing a new fence, the property owner must submit plans and a fence permit application for review and approval by the City of Irving Inspections Department, located on the second floor of City Hall, 825 W. Irving Blvd.

When grass/weeds exceed 10 inches in overall height, then those conditions may be worked.
State law requires a seven-day notice before Code Enforcement may utilize a contractor to mow the property. This only occurs when the homeowner fails to bring property into compliance.
If a city contractor is used, the property owner is billed for services rendered. Failure on the property owner’s part to pay amounts due will result in the filing of a lien against the property.

The number of people is based on the number of bedrooms.

Yes, if they are operable and parked in the backyard behind a screening fence, or if they are in the front yard and actively being washed.
Otherwise, they must be parked on an improved surface. A tire barely touching the grass at the edge of a driveway does not constitute an enforcement action.
The roof decking requirement is the same for both new construction and reroofs when the decking is replaced. However, the minimum thickness is not 7/16 inch. In the past, Irving had a local amendment with that requirement, but today the city follows straight code.
The decking requirements are found in the International Residential Code Table R503.2.1(1). Notice in the table that 3/8-inch thick decking is allowed.
The RV must be parked on an improved surface at all times, unless it’s effectively screened by a 6-foot blind fence or vegetation. In addition, the vehicle cannot block the sidewalk, and RVs cannot be parked on the street.

The answer to this question is yes. The city has a succession planning/talent development program that is individualized to each employee based on their career goals. We provide training for all employees. Employees pursue professional certifications and we have a tuition reimbursement program.
Does our City of Irving Team work together with Dallas County, Irving ISD, Dallas County Community College District, Spiritual Organizations, Baylor Scott and White, other medical centers, University of Dallas, DART, The State of Texas to find economies, mutual goals, partnerships, assistance, and avoid duplication? If yes, how? If no, why?
The City does have formal and informal partnerships with the organizations listed. Most notably, DART, Irving ISD, and Dallas County for a variety of different projects. Each program or initiative has a point-of-contact that coordinates with their counterpart to avoid duplication of services. They also ensure goals and milestones are being met. For example, our Emergency Management division coordinates with not only other cities in the area but also the County and the State in an effort to battle COVID-19. Our goal is to protect the safety and welfare of our residents while providing the highest level of customer service possible and being fiscally responsible with tax dollars.
Finley Road from North Story East to Stafford, needs a complete resurfacing. I drive it all the time and it is literally falling apart. Full of ridges and pavement settling from an old street cut for sewer line repairs years ago.

The department stated that the road will be assessed for repairs and if needed placed on a list for maintenance in the near future. The City of Irving adopted the PUD #6 which sets the standards for the former stadium site as well as the area surrounding. The PUD #6 area includes more than 400 acres of developable land. It is the desire for the City to see the area developed into a prime mixed-use development to include major offices, residential, and retail options.
Currently, the Texas Department of Transportation (TxDOT) is leasing the city-owned former stadium site as staging for the planned reconstruction of SH 183, SH 114 and Loop 12. All three highways surround the former stadium site and are extremely important for the development of PUD#6.

Q: Please tell me WHY the City of Irving needs TWO trash collections each week? In my 66 years of life, the suburbs I have lived in only needed ONE residential trash service per week. Is Irving really this trashy of a city?
NORMAL cities provide a large plastic garbage and recycle can on wheels to their residents. NORMAL cities provide a garbage truck that can lift those plastic garbage cans into their garbage truck without needing human labor. NORMAL cities don’t force their citizens to buy garbage and recycling plastic bags, which is a HUGE WASTE OF MONEY AND PLASTIC IN LANDFILLS. WHY is the City of Irving A.B. NORMAL?

A: In the City of Irving's budget the Information Technology (IT) Department has budgeted $340,470 for security software. A supplemental request for $206,000 for a managed security service provider has been submitted for approval. The City also has cybersecurity coverage insurance which covers ransomware.

Q: City of Irving taxes should not be increased, as I have lived in Irving for 25 years and have seen nothing done about South Irving. All the money goes to North Irving. My husband's family has been in Irving for 68 years, and they have seen promise after promise broken by the elected officials.

Q: Cut the pick up of Solid Waste (garbage) to one time a week. I've been looking around the city, and none of us have so much garbage that it is necessary to collect twice a week. Should save quite a bit on the budget, staff shortage and equipment maintenance.

The city of Carrollton has done this for years and it would reduce the amount of plastic bags in our environment and would pay for itself on the customer side in a very short order. Q: Several years ago, I was involved in trying to get a dog off the streets. She had been loose for almost a year. At the time, I was dealing with Paul of Animal Control. I mentioned to him I thought it would be beneficial to have Animal Control's phone number on all city parks signage since many times strays were seen in the parks. I told him if people had instant access to the number it might get more dogs reported.
He said it sounded like a good idea but that the Park and Recreation Dept would be the ones to contact. I live by and walk Northwest Park every morning. If I see something that needs addressed concerning the park, I email Mike Griffith. So I sent him an email regarding this. He also thought it a good idea. He told me that the parks were supposed to get new signage and he'd put my suggestion out there.
Well, I know North West Park hasn't received new signs and I don't know about the parks. I would like for the City Council of Irving consider this in the new budget especially if new park signs are on the agenda.

Q: I have a suggestion for the upcoming budget that I believe will have a huge impact on the city of Irving, as well as the residents and anyone who chooses to visit. Something that I have noticed a lot of in Irving is litter, and it ruins the parks, creeks, and streets where we live and spend our time.
Obviously, it’s impossible to completely stop littering from happening, but there’s a relatively simple solution that would drastically decrease the amount of litter in our beautiful city: trash cans. I see firsthand what happens when bags of trash are left on the street, even if only for a few hours ‐ stray animals get into them, trash falls out, and it’s made worse when they get thrown into the trash truck, leaving litter flying everywhere.
Trash cans would keep it all contains and drastically reduce the litter we see daily on our streets. PLEASE consider adding trash cans into the next budget so we can keep Irving clean.

Q: I would like to make a suggestion for consideration as a budget item for FY2022-2023. As a longtime Irving resident of 43 years I feel the City of Irving improvements to the city streets and right of ways have been very proactive and aggressive in making our city look updated and well maintained. The failing I have noticed are infrastructure changes that are not as visible to the public, but nonetheless impact how it’s citizens seem left out when it comes to their neighborhood needs in regards to street and infrastructure improvements. I have discussed this issue with my Councilman, contacted the City Streets Department and talked with the Municipal Drainage Department about an ongoing concern in my neighborhood without much success.
I live on XXX Drive which shares a rear entry alley with XXX Court. The alley serves as the major drainage source and the only venue for the McArthur High School football field water runoff collection area. The alley consistently is deluged with water runoff from the field which, dependent on the amount of rain runoff, can overwhelm the alley's capability to effectively contain the flow and prevent flooding and constant erosion of the alley asphalt surface.
I would like to see this corrected by adding the funding resource to our budget to fix the problem permanently. I have suggested either building a closer drainage area by the school that would not use the alley as its main drainage source or reconstruct the alley out of a more durable material such as concrete with curbs to assist in preventing flooding. Please consider adding this project and any other similar projects that are known or have been reported as a funded budget item in the FY2022-2023 cycle. It does not seem fair that the citizens of Irving are not held in equal regard concerning their needs over the interest of the city or school district. I would like to comment favorably on the communication avenues the City has recently introduced to its citizens in regards to collaboration on making Irving a GREAT CITY to live in!

The Municipal Drainage Utility and Capital Improvement Project departments are aware of the issue, but at this time do not have it slated to be funded as project for the upcoming fiscal year. Q: I saw in the weekly Irving email I could suggest things for the 2023 budget. I would really like to see a grant program for individuals or small businesses who want to invest in renewable energy. Q: I would like to ask that we change our garbage collection to just once a week and have plastic bins, one for recycling and one for non-recycled trash. Q: I know the City of Irving is seeking input for the 22-23 annual budget. I would like to suggest for consideration several service points increases/improvements within the Fire department. First, with the increase in population both during the day and evening of the entertainment/business district Fire Station 8 covers that a paramedic ambulance/MICU be added full time at Station 8. This station which also includes a ladder truck is constantly being dispatched to traffic incidents along the highways that once surrounded the Texas stadium site.
A MICU is dispatched from a different outlying station which increases response time and leaves a void in the district that the MICU was dispatched from creating a domino effect in surrounding areas if that district is in need of a MICU during the same period of time which happens frequently. In addition, Medic 8 would supplement current staffing of Station 8 which is the HAZMAT station for the city of Irving.
An additional request would be to increase the staffing of all ladder trucks to four members. The city has seen the safety benefits of the IFD Blocker program which are housed in conjunction with the ladder companies. An additional member would increase operational efficiency of this added duty to the company. In addition, the ladder trucks provide initial rescue capabilities for entrapments while Station 6 is responding with its rescue. Station 6 is located on the western side of Irving next to DFW airport. The response time for the rescue could be considerable if during high commute times or inclement weather. In addition Station 6 might already be on a call and unavailable for assignment. Currently, the officer on the truck is overseeing the rescue while the other two firefighters are performing the rescue. An additional firefighter would increase the safety for all personnel on scene and expedite the removal of the entrapped victim.
This same job function can be applied with structure fires. You have the officer overseeing the job function with the firefighters performing the necessary task. These task are very labor intensive while two can make do, an additional firefighter makes this dangerous function more manageable. Q: Would recommend plans to fix up and utilize the pool at Lee Park. It is currently in disrepair after two seasons without use and water just sits in it. Could be used for pool again or part of it changed to a splash pad. Many families in these areas have young kids that would love to utilize it.

Q: Hello, I was looking through the budget this year and I wanted to find more details on the "Bear" armored vehicle mentioned as necessary Police capital in slide 113 of the budget. I couldn't see explanations for cost or usage. Any additional info would be great thanks.
A: Thank you for contacting the BFF email. The vehicle that you are inquiring about is an armored vehicle that officers use when responding to a tactical situation. The Irving Police Dept. was awarded grant funds that allowed for the purchase of a smaller bear armored vehicle in the amount of $141,924.
Q: Good day. The city has done a good job of balancing its budget. Please be careful of letting the pension funding get out of hand as this has doomed more than a few cities. Borrowing money to pay another debt is a tricky road to walk and usually doesn't end well.

Q: Are there NOT ANY "exemptions" for persons over the age of 65? I am an 87-year-old male living on a small pension from American Airlines & Social Security. The tax rate "approved by the voters" does not take in consideration of facts, like these.
A: This upcoming fiscal year the City Council increased the Over 65/disabled Person exemption to $50,000 from $45,000 for property tax relief. To apply for this exemption, visit the Dallas County Appraisal District’s website. Also, the City of Irving’s website has more information about the tax exemption and how to apply.
Northwest Park has retention ponds, and unfortunately after heavy rains we often have litter left behind. Our team will take care of this.
Q: I recently heard that our trash pick up is being reduced to once weekly and I was wondering if my taxes will be reduced accordingly? If my taxes are not being reduced I am wondering why that might be. I eagerly await your response and appreciate your time.
A: Thank you for reaching out to us regarding solid waste services. We continue experiencing a very significant employee shortage in solid waste collections despite a number of measures we have implemented. In solid waste collections there are 74 approved positions. Currently, the collection services require 61 individuals each day to cover all collections (trash, recycling, brush/bulky). Once vacancies, sick, vacation, and other leave is considered the actual number of employees available each day is 48. Meaning each day collection crews operate with 35 percent fewer people than approved and are working six days a week instead of their scheduled four, 10‐hour days.
A comprehensive analysis of the city’s solid waste collection system is in the works; however, until the analysis is complete, we anticipate the employee shortage continuing. Therefore, the interim strategy in which you are aware is being implemented providing weekly collection services on a set schedule with the available current staffing level. The interim collection service, which contains a once‐a‐week collection model, allows for all services to continue with the current staffing level.
While the frequency of weekly trash collection is changing, unfortunately, the volume of trash being collected by city crews is not changing ‐ meaning, the same amount of trash is being collected. Additionally, the monthly solid waste rate is built to fund collection operations, but it also funds necessary landfill capital improvements, and necessary vehicle replacements. Therefore, a reduction in the monthly solid waste rate is not possible.
We understand the interim changes may not be ideal. However, we must deal with the very real staffing shortages we are experiencing and continue providing excellent service. Our goal is to bring a permanent collection solution to City Council for their consideration as quickly as possible. In regard to your question on the Irving Mall, at this time City of Irving is not currently aware of any specific plans the owners may have to revitalize the property. As private property, the timing and nature of any changes at Irving Mall are ultimately in the hands of its property owners. When the property owners choose to explore redevelopment opportunities, the city likely would be interested in collaborating with the owners and private lenders to ensure the site is revitalized in a way that enhances the site and provides a positive impact on the surrounding neighborhood.
The city's recommendations, as explored and illustrated in the recently adopted Imagine Irving Comprehensive Plan, are as follows:
Strategy 1: Continue working with the owners and management of Irving Mall to plan for the potential long-term redevelopment of the site that could create a walkable, mixed-use center in line with the vision for Irving.
Strategy 2: Encourage future redevelopment efforts to create an internal street network and greatly expand on-street parking.
Strategy 3: Explore options for a public-private partnership to construct and manage public parking garages at Irving Mall.
Strategy 4: Require future redevelopment efforts to incorporate open space and low-impact development stormwater solutions into the site plan to improve environmental quality.
Strategy 5: Provide a buffer to existing residential neighborhoods adjacent to Irving Mall by locating lower density housing on the northwestern portion of the site and increased density to the southeast portion closer to State Highway 183.

Q: Will the Irving Police Department be getting the much needed increase in officers they require in the 2018-2019 city budget? If so, will that increase in officers include an additional three officers to help create a dedicated crimes against children unit?
A: The addition of the 40 officers will enable the Irving Police to expand the services it provides in many areas of the department. The Crimes Against Children section is one that is recognized as a potential need, and the department will evaluate adding staff as recruitment, hiring and training of the new personnel is completed.

Any animal that bites a person must be quarantined following state and local laws or be humanely euthanized and tested for the rabies virus. For dogs and cats, quarantine or testing is required regardless of whether they have been vaccinated for rabies. If quarantined, the observation period is ten (10) days from the date the bite occurred.
By state law, all jurisdictions must designate someone to handle animal bite cases. This person is the Local Rabies Control Authority (LRCA). For the City of Irving, the LRCA is the Animal Services Manager. Contact 972-721-2256 to report animal bites in Irving.
On Jan. 24, 2013, the Irving City Council approved a resolution which authorized the creation of the Bridges of Las Colinas PID to finance certain public improvements for the benefit of property in the PID. The City of Irving is the governing body of the PID. The City of Irving issued Combination Tax and Revenue Certificates of Obligation, Series 2013A (the “Bonds”) in the amount of $8,984,348.75 to finance public improvements within the PID. Those improvements include:
The Bonds are to be repaid by annual assessments based on lot square footage of the properties in the PID.
In conjunction with creating the PID, the Irving City Council established the Bridges of Las Colinas Tax Increment Reinvestment Zone (TIRZ) and dedicated 50 percent of the city’s Maintenance and Operations portion of the new incremental taxes generated by the Bridges of Las Colinas development toward paying the bond payments. This TIRZ payment reduces the annual assessment paid by Bridges of Las Colinas property owners.
An invoice for the annual installment of the Special Assessment is sent to the property owner on or about Oct. 1 each year and is due and payable at that time. The annual installment must be paid in full by the following Jan. 31 to avoid late fees and penalties. This follows the same payment schedule as the ad valorem property taxes.

Each year, the scheduled annual bond payment is combined with the collection costs to determine the total annual assessment. The TIRZ contribution is established after the tax roll is certified in July of each year, and the annual installment is reduced by the TIRZ contribution. The remaining amount is then divided by the total lot square footage of all benefited properties in the district to determine the annual assessment rate per square foot. That annual assessment rate is then applied to each benefited owner’s lot square footage of their property. The amortization schedule for the full term of the bond was established when the bonds were issued. The amortization schedule can be found on the city’s website at CityofIrving.org/2959.
The Special Assessment levy can be paid in annual installments or a lump-sum payment without penalty. Annual installment payments are to be billed and paid each year until the bonds are fully paid in 2032 on the same schedule as ad valorem property taxes. Property owners choosing to pay their total assessments in a lump sum will forego the benefits of the annual TIRZ contribution toward their assessments.
The annual installment is subject to change each year as the amortization schedule the collection costs and the TIRZ contributions stabilize. Once the full value of the TIRZ is stabilized and the bond payments reach stabilized payments the PID payment should remain fairly consistent through the duration.
A building permit gives an applicant legal permission to “start construction of a building project in accordance with the approved drawings and specifications.”
The purpose of the permit is to ensure that the building project meets minimum construction, safety, fire, and zoning requirements established by the City of Irving and required by the adopted and amended Building Codes (I-Codes), International Fire Code, and National Electrical Code.
Building permits are reviewed by city staff for compliance with zoning and city code requirements and inspected by the City’s Building Inspectors for compliance with the adopted codes.
Most peoples’ homes are their single largest investment. If the construction project does not comply with the codes adopted by the City of Irving, the value of a person’s investment could possibly be reduced.
In addition, property insurers may not cover work done without proper permits and inspections. If a person decides to sell their home or building, the potential buyer may examine city records to ensure the proper permits and inspections were obtained.

To a certain extent, the City of Irving relies upon the integrity of contractors and the honesty of Irving citizens to follow the rules.
However, the city relies on staff assistance from all departments, as well as citizen comments, to identify construction projects that have begun without proper building permits.
Once a building permit application is approved, the applicant is provided a printed permit. This permit must be displayed at the construction site.
The absence of a permit is a likely indication that the construction project has not been approved or reviewed by the City of Irving.

The contractor hired to complete a project is responsible for compliance with the city-adopted codes. They should be licensed by the state (when required) to perform the work.
If there is ever a question as to whether or not some aspect of a construction project complies with the code, the contractor is the responsible party.
If a resident is performing the work personally, then the responsible party is the resident.
The City of Irving reviews applications on a first-come, first-served basis. However, we are committed to processing your plans quickly and efficiently as possible. Irving's goal is to complete the initial plan review within the following time frames:
Typically permits expire if work authorized by the permit is not commenced within and inspected 180 days after issuance.
A setback is a zoning term for the “distance required from nearest point of wall of structure to property line." The City of Irving does not allow any structure to be built in the setback; driveways, flatwork, and similar items are excluded.
A utility easement is “a grant by the property owner of the use of a designated portion of land by the public, individuals, groups, or corporations for specific purposes.” All newer subdivision developments have utility easements clearly delineated on the plat maps. The intent of easements is to allow utility companies sufficient room to build and service their infrastructure (phone lines, cable, natural gas, water, sewer, and electricity).
The City of Irving does not allow any permanent structure, including garages, decks, pools and sheds, to be built on top of any easements.
These structures are considered accessory buildings. The City of Irving requires that all “accessory buildings, whether permanent or temporary, shall be securely affixed to the ground in a manner that will resist movement from storms or vandalism. All accessory buildings, whether permanent or temporary, shall meet the setback requirements.”
The City of Irving does not require a building permit for an accessory building that is 6 feet in any dimension; however, in those instances the buildings still need to meet the setback requirements of the City of Irving Zoning Ordinance.
For accessory buildings of more than 6 feet in any dimension, a building permit is required. The City’s building inspectors will inspect the structure to ensure that it is securely anchored and installed in accordance with manufacturer specifications.

Most contractors are required to be licensed: electrical, mechanical, irrigators, and plumbing contractors. However, there are some exceptions.
General contractors do not have any licenses, but a property owner should ask their contractor if they are registered with the City of Irving before beginning. If a contractor asks you to apply for the building permit, chances are that they may not be registered because the city verifies applicable contractor licensing with the State of Texas for all building permit applications.
Homesteaded residents do not have to be licensed to perform work on their own home in most cases.

Do not take out a building permit for any contractor. When the contractor signs the permit, the contractor is agreeing to do the work according to code.
If you sign for the permit, you are liable for correcting the contractor's work if it should fall short of the city-adopted code standards.
Before a project begins with a contractor, insist on seeing the permit. During the course of your project, monitor the contractor’s inspection records. This will protect you from being responsible for code violations and ensure project completion.

The City of Irving does not provide homeowners an inspection service for property issues, such as siding rippling, roof leaking or foundation cracking.

On Jan. 24, 2013, the Irving City Council approved a resolution which authorized the creation of the Campion Hollows (Ranchview) PID to finance certain public improvements for the benefit of property in the PID. The City of Irving is the governing body of the PID. The City of Irving issued Combination Tax and Revenue Certificates of Obligation, Series 2013A (the “Bonds”) in the amount of $3,293,426.55 to finance public improvements within the PID. In conjunction with creating the PID, the Irving City Council established the Ranchview Tax Increment Reinvestment Zone (TIRZ) and dedicated 50 percent of the city’s Maintenance and Operations portion of the new incremental taxes generated by the Ranchview development toward paying the bond payments. CDV is a very contagious virus that can cause severe disease in dogs that are not fully vaccinated. CDV does not infect humans. The virus causes a variety of symptoms including:
These same symptoms can be caused by many other illnesses, so testing is required to confirm CDV. Cost for the test varies by clinic and usually takes a few days for the result to come back.
Vaccinate your pets, and get booster vaccinations as recommended by your veterinarian. This gives the dog protective immunity and will prevent infection.
If your dog is frequently exposed to other dogs in group settings (dog parks, boarding kennels, etc.), it is critical to maintain your pet's vaccinations.
CDV spreads like a common cold. Some dogs may not have any noticeable symptoms.
Infected dogs spread the virus through close contact with other dogs, so group settings present a higher level of risk. When the infected dog sneezes or coughs, dogs in the area are exposed to the virus.
Dogs also can be exposed through contact with urine, feces, vomit or saliva, or through contact with contaminated objects, such as shared water bowls and grooming tools.
There is no specific treatment or medication for CDV. Dogs with CDV will most often need general supportive care: fluids, medications to help with symptoms, antibiotics to address any secondary infections.
Early treatment can greatly improve the outcome. If neurological symptoms are present (seizures, tremors, head tilt, etc.), the chance of a full recovery is less likely.
Dogs infected with CDV should receive treatment as soon as possible and should be isolated from other dogs immediately to prevent risk of infection to other dogs.

According to the EPA, sanitary sewer overflows contain raw sewage and can carry numerous health hazards including bacteria, viruses, protozoa and helminths. The Centers for Disease Control and Prevention (CDC) also noted that floodwaters may have moved hazardous chemical containers which can carry solvents and other industrial chemicals. In addition, the U.S. Occupational Safety and Health Administration (OSHA) points out floodwater can also carry intestinal bacteria such as E. coli, salmonella and Shigella; hepatitis A virus; and forms of typhoid, paratyphoid and tetanus.
The symptoms of these illnesses may include nausea, vomiting, diarrhea, muscle aches and fever. Dallas County Health and Human Services encourages residents to seek medical attention if they experience symptoms of waterborne illness.

Temporary food permits are required for those providing food or beverages at special events open to the public. It can be issued for a maximum of 14 consecutive days. Vendors selling or distributing non-time/temperature control for safety foods such as beverages, cookies, chips, candy bars, etc. are not required to obtain a permit. The fee is $50 plus $5 per day per booth. Those in the city holding a permanent food establishment permit shall be required to obtain one, but the fee is waived. ICTN plays video on local cable and is available in most homes in Irving. Webcasts are available only to users with Internet connections, but are available regardless of location.
Streaming is a way to break up sound files into small pieces. This allows the player to begin playing the sounds before downloading an entire file. If streaming is not used, the meeting would have to be saved to a large file during the event, and then users would have to download the entire file without losing their connection to play it. Streaming means that pieces of the file can be sent while the file is still being created, and that users do not need to download the entire file to begin playing. Streaming also means that home users on modems who get disconnected do not have to start their downloads over from the beginning.
Bandwidth, for our purposes, refers to the amount of download needed to open a file. A computer with a 14.4 modem has less bandwidth than a user on a corporate T1 line. This means users on low bandwidth connections receive grainier images and choppier sound than users on high bandwidth, but can still receive live, detailed information.
Webcasting is just a technical / trendy way of saying that something is video or audio that is broadcast on the web.

To assist businesses promoting their operations, there is a temporary suspension of the sign ordinance enforcement for businesses within the construction area. This allows businesses to use signage such as A-frames, flags and banners. While enforcement is suspended during this construction period, placement of signs should not unnecessarily block sidewalks or interfere with traffic on the street or in the construction areas.
The project originated with the 2008 Irving Boulevard Enhancement Study, which established the vision for redevelopment of this significant corridor from Loop 12 on the east to its terminus at State Highway (SH) 183. Recommendations included a more diversified, pedestrian-friendly, mixed-use neighborhood in the area and improvement to the urban fabric and connections along the Irving Boulevard Corridor.
The study identified needed infrastructure improvements, recommended streetscape enhancements and introduced both short- and long-range land parcel redevelopment strategies all geared toward stimulating and sustaining the revitalization effort. This effort was continued with the Gateway Planning Heritage Crossing initiative, and included refinements to the plan, rezoning, and public land dispositions.
On Dec. 10, 2010, the Irving City Council designated Tax Increment Financing Reinvestment Zone Number Two (“Irving Boulevard TIF” or “TIF 2”), by City Ordinance 2010-9229. The TIF was created to develop an attractive, sustainable urban core, and it identified the main public improvement project as the reconstruction of the section of Irving Boulevard running though the Heritage Crossing district into a multimodal urban corridor to help promote downtown revitalization
This will transform the highway into a roadway to accommodate vehicular, pedestrian and bicycle traffic by reducing the number of vehicle lanes to two and using the remaining right-of-way for parallel parking, wider sidewalks, a bike lane, and streetscape amenities.
Infrastructure improvements include reducing the number of lanes; installing wider sidewalks; increasing the number of on-street parking spots; installing a bike lane; enhancing pedestrian mobility via sidewalks, landscaping and light signalization; and revamping the current sewer, water and stormwater infrastructure along the project area.
The City of Irving is investing more than $20 million dollars into this public improvement project.
A combination of city funds and a $12 million grant from the Regional Transportation Council (RTC) through its fiscal agent the North Central Texas Council of Governments (NCTCOG) will provide the advance funding for the reconstruction of Irving Boulevard from Sowers Road to Strickland Plaza.
This grant will allow for advanced funding to begin the Irving Boulevard Reconstruction. Per the terms of the Interlocal Agreement (ILA), the City of Irving will contribute funds to NCTCOG if and when funds are available in the TIF fund. Contributions from the City of Irving to RTC, via NCTCOG, for the grant are outlined within the ILA between the two entities.
The project limits extend from Sowers Road to Strickland Plaza. The limits for O’Connor Road are from Rock Island Road to 2nd Street. The limits for Britain Road from the railroad line to 2nd Street.
Project Design began in early 2020, with an intended design completion deadline of mid-2021. Once the design phase has ended, construction would begin shortly after. The intended completion date for the project is mid-2023. Additionally, the city will provide informational updates on the status of the project on its website.
There will be new pedestrian and street lighting along both sides of the roadway.
The traffic signals within the project limits are being upgraded. The project also will have new upgraded pedestrian signals and handicapped accessible crosswalks.
The designer is working on construction phasing to balance the disruption to traffic and businesses with the overall construction timeline. The contractor will work with the property owners on reconstructing and redirecting driveways that will be impacted by the project.
The city is working with DART on maintaining bus stops along Irving Boulevard.
The design includes continuous sidewalks and landscaping on both sides of Irving Boulevard from Strickland to Sowers where there is no driveway or street/alley intersection.
The scope of this project is broad and includes paving and utility replacement as well as other excavation that could affect tree roots and overall health. There may be some instances where trees can be preserved, but it is possible that many will be impacted by this development.
The current plan proposes a large number of new trees along the entire length of the corridor. As the plan documentation continues to evolve the team will have a better idea of which trees may be able to be preserved.

A microchip is used for pet identification and contains a unique identification number. It is a small, electronic chip enclosed in a glass cylinder that is about the same size as a grain of rice. The microchip itself is activated by a scanner that, when passed over the area, displays the identification number on the screen.
When the identification number contained in the microchip is provided to the microchip registry, they can locate the owner’s contact information so that the pet can be returned to the owner. The contact information contained in the microchip registry is provided by the owner when the chip is registered and updated by the owner as needed.
People can contact the microchip registry 24/7, online or by phone to help reunite lost pets with their families.
The microchip is injected under the skin, between the shoulder blades, using a needle. The process is similar to a routine shot, although the needle is slightly larger. Most animals experience little pain, though some may feel more discomfort than others.
The microchip only contains an identification number. Some microchips may also transmit the animal's body temperature. It is not a tracking device and cannot be used to locate a lost pet.
Visit a local veterinary hospital or animal shelter to have the pet scanned for a microchip. If a chip is found, be sure to contact the microchip company to check that the contact information they have for you is correct and up to date.
Yes! Microchips are great for a form of permanent identification that cannot be removed like a collar and tag, but a collar and tag are still important! Your pet's ID tag and rabies tag should always be on their collar so people can quickly see who the pet belongs to and see that they have been vaccinated for rabies.

First you must give notice to your manager in writing and keep a signed copy or send certified mail. If you have a bed bug addendum, follow the steps in your addendum to get issue resolved.

Check your lease and lease addendums for required forms for reporting mold issues to get the issue resolved. Mold is a civil issue between you and the property owner/management. The City of Irving does not work mold complaints; however, we can conduct an inspection to determine if mold is caused by a code violation after you have properly notified your property management. The Irving Court provides two programs designed to keep citations from adversely affecting your driving record. These programs are deferred disposition and defensive driving.
Both of these alternatives require a plea of guilty or no contest and approval from the court. There are several eligibility requirements that the court clerk will discuss with you when requesting one of these options.
A Full Access Card with checkout and computer privileges costs $40. The Computer Access Card for 1 year of computer use only costs $10 and has a maximum of two sessions per day.
Customers can get a non-resident card at any Irving Public Library location. Customers cannot be registered online or over the phone at this time.
A Computer Access Card entitles you to use the public computers equipped with Internet and Microsoft Office products at any Irving Public Library location. You may have up to two sessions a day and sessions can be up to 90 minutes in length. This card does not include checkout privileges or use of online subscription databases, streaming videos, or downloadable media.

No discounts or limited privileges are provided. There are free or low cost options for non-residents, such as TexShare cards, which have a 5 item check out limit, and $5 one month computer cards that expire after 30 days.

Yes, you can get a card by presenting proof of property ownership at the time your register for your card. Your first card is free.
Irving ISD Teachers qualify for a special Teacher Card that is free. If unable to meet the qualifications for this program, then yes, all non-residents even though they work in Irving, must pay the non-resident privilege fee for a library card. Another option is to ask the school that you work to apply for a corporate card for free and which has a limit of four per organization. You may checkout items as long as you present the card at the time of checkout. View information about a corporate card and the application.
All new Full Access Cards have a 90-day restricted checkout of 10 items. After 90 days, if the cardholder has maintained the account in good standing, he or she may upgrade the card to the 50 item-checkout limit. There is no additional cost to upgrade.
Irving Public Library offers an electronic-only eCard specifically for non-residents located in Texas. The eCard allows non-residents to borrow eBooks and other digital downloads, and access its database services. The fee for the eCard is $40 per year.
To get a full access non-resident card, customers will need to present two forms of acceptable identification: a photo ID and an address identification. View the ID Requirements (PDF) for more information. At the time of registration, a non-resident fee of $40 must be paid in full by the customer.
To get a computer access non-resident card, customers will need to present a current photo ID. At the time of registration, a non-resident computer card fee of $10 must be paid in full by the customer. There is also an option for a $5 card that is good for 1 month.
No amplified music is permitted. This includes but is not limited to live bands, DJs, stereos, detachable speakers, etc. A small CD player/radio is permitted; however, the volume must be kept to a minimum and music must not be played in or at the facility after 10 p.m.

A free program created and organized by the City of Irving to educate high school students about city government.
It is designed to encourage engagement and help to create a collaborative and inclusive government. It is also to provide participants an inside look at city government and can provide residents the education and skills necessary to serve on the city’s boards and commissions, to discover outlets for volunteer opportunities and to encourage young residents to become more involved in their City government.
The program is currently held once each year and is open to students in grades 9 to 12. Participants must be a resident of Irving.
The program consists of 11 consecutive sessions generally on Wednesday evenings from 5 to 8 p.m., beginning in September and ending in November. Dinner will be served at each session.
The sessions are informal. The city will provide each participant with a polo-style shirt that should be worn. Participants are encouraged to wear comfortable shoes and pants, as there will be tours and interactive exercises.
The sessions will be held at various City of Irving facilities. Information on the sessions, including a detailed agenda, will be provided in a participant’s acceptance letter.
Please contact the program lead if you cannot attend a session. Participants can miss up to two of the 11 sessions and graduate. They are strongly encouraged to attend the graduation ceremony.

On Jan. 9, 2014, the Irving City Council approved a resolution which authorized the creation of the Parkside PID to finance certain public improvements for the benefit of property in the PID. The City of Irving is the governing body of the PID. The City of Irving issued Combination Tax and Revenue Certificates of Obligation, Series 2014 (the “Bonds”) in the amount of $22,211,340.30 to finance public improvements within the PID. Those improvements include:
In conjunction with creating the PID, the Irving City Council established the Parkside Tax Increment Reinvestment Zone (TIRZ) and dedicated 50 percent of the city’s Maintenance and Operations portion of the new incremental taxes generated by the Parkside development toward paying the bond payments. This TIRZ payment reduces the annual assessment paid by Parkside property owners.
The Special Assessment levy can be paid in annual installments or a lump-sum payment without penalty. Annual installment payments are to be billed and paid each year until the bonds are fully paid in 2033 on the same schedule as ad valorem property taxes. Property owners choosing to pay their total assessments in a lump sum will forego the benefits of the annual TIRZ contribution toward their assessments.

Platting and zoning. If you are adding a building to a property, please check with a planner in the Planning Division at (972) 721-2424 to ensure the property is platted and zoned for the intended use. Those two things can delay a permit for at least two months.
It is better to wait until the plat / zoning case is scheduled for public hearing because the turnaround time for plan review is only six days.
The Planning Department works closely with the Planning and Zoning Commission, which is a board made up of volunteers who advise City Council on land use related decisions. More information about this board can be found on the City Secretary’s website.
Zoning regulations pertain to land use, and where on a lot a structure may be placed. Actual regulation of the construction process is handled through the Permits Team in the Inspections Department. If one is planning to do any type of construction, demolition, foundation repair, electrical work, mechanical work, plumbing work, irrigation, fences, signs, fire alarms, house moving, carnivals/circuses, swimming pools, gas wells, garage sales, tree removal, addition to an existing structure, etc. they should call the Permits Team at (972) 721-2371 to find out if a permit is needed. This number will direct the caller through a series of menus and to the correct member of that team.

If your business meets the definition of a customary home occupation in (item 41in Chapter 9, Section 9.3 of the Unified Development Code), generates no unusual traffic, uses no on-site employees, and does not create a nuisance for adjoining property owners, then yes.
The definition reads:
Customary home occupation shall mean an occupation customarily carried on in the home by a member of the occupant’s family without structural alteration in the building or any of its rooms and without the installation of machinery other than that customary to normal household operation or additional equipment, provided that no person other than a member of the family of the owner or user of the principal single-family dwelling shall be employed or work in or at such home occupation. A customary home occupation shall not include the physical or medical treatment of persons or animals, professional services, business services, barber shops, beauty shops, dance studios, carpenter shops, electrical shops, plumber shops, radio shops, auto repairing or painting, furniture repairing or sign painting.
These vary with each individual zoning district and type of accessory structure. It is best to contact the Planning Department and speak with a zoning specialist concerning the restrictions on your particular property. Generally, there are building separation and setback requirements. Chapter 3, Section 3.1 of the Unified Development Code describes some of the regulations on Accessory Buildings, and your property’s zoning district may have additional restrictions on type and placement.
In order to build a carport that is visible from any public right of way, one must request a zoning change for site plan zoning to allow the construction of a carport. The owners of all properties within 200-ft of your site will be notified of your request and be permitted to speak at the City Council public hearing either in support or opposition to your request. After hearing your request and the concerns of interested parties, City Council will determine whether a carport should be allowed on your property or not. If the proposed carport is not visible from the right of way, it must comply with all remaining guidelines from Chapter 3, Section 3.1 of the Unified Development Code..
For quick reference purposes, you may connect to the interactive Web map and zoom into your property. Once zoomed in closely enough, check the “subdivision” box on the right side of the map and click the “query a point” button on top of the map. Then click on your property and scroll to the bottom of the page. You should see a “site report” with sections indicating zoning, tax and subdivision information among other things. If there is an entry for the row titled “subdivision name” then it is likely that your property is platted. If you need to see a copy of the plat, then write down the Subdivision Name and Index Number to assist us in finding a copy of it for you.

The written exam (civil service test) is administered at 8 a.m. We recommend arriving early to park and check in. There is no admittance after 8 a.m. The fitness test starts after you finish the civil service exam. Applicants that pass both the written exam and fitness will be given a Personal History Statement (PHS) form at the end of testing.
The PHS will be due 10 days after the exam date. It can be returned in-person or mailed as long as it is received by the due date before 5 p.m. or postmarked before that date for out of area applicants.
The civil service test covers reading comprehension, memory skills and map reading. It is 200 questions with multiple choice answers. The department does not offer a test specific study guide; however, applicants who want additional information on a civil service exam can obtain a study guide book at most libraries or bookstores.
Applicants can wear fitness clothes to the civil service test and the fitness test. A locker room is available to change if needed.
Applicants should bring two #2 pencils and a picture ID card (state or military ID) to check in for the test. Applicants do not need to bring any documents on the test day, except a military DD214 for those applicants who wish to receive five extra veterans preference points. Veterans preference points will not be awarded unless the DD214 is shown during check-in. We also recommend all applicants bring a light lunch and plenty to drink to stay hydrated during the fitness test.
The eligibility list generated from each test will be used to fill our normal attrition openings. The number of openings will vary depending on the amount of retirements occurring each year.
Irving Police Department has training classes that begin every two to three months. However, the department can set a start date for someone as soon as their application is processed.
The processing time will depend on how many openings are available. This could be anywhere from 30 days to two months.
No, Irving Police accepts any classes from a regionally accredited school. A regional accreditation would be from the Southern Association of Colleges and Schools (SACS) or its equivalent. Most state colleges and community colleges have a regional accreditation.
Irving patrol officers work 12-hour shifts. IPD has two day shifts and two night shifts:
Patrol officers have three days off one week and four days off the next week, with one of their shifts being an eight-hour day. Some of the officers have Sunday, Monday, Tuesday, Wednesday off or Thursday, Friday, Saturday, Sunday off.

The police academy hours are generally 8 a.m. to 5 p.m., Monday through Friday. The training curriculum is an adult education program. Most of the training is classroom training with some fitness activities. This training is not similar to military boot camp.
Out-of-state police officers will attend Irving's full police academy to obtain their TCOLE certification. The basic police academy is at a regional training facility. This is a six-month academy that runs Monday through Friday, and the officers will receive full pay throughout the academy. They may be eligible for a reduced field training program.

Saving water not only helps protect the environment, it saves you money and energy (decreased demand for treated tap water). Diverting water from storm drains also decreases the impact of runoff to streams. Therefore, a rain barrel is an easy way for you to have a consistent supply of clean, fresh water for outdoor use, FREE.
Generally speaking each rainfall event that falls on a roof will likely produce far more volume than can be captured in a typical 55-gallon rain barrel (even a small amount of rain falling on a small roof will quickly fill a typical rain barrel). Most manufacturers provide ways to connect individual barrels in series to increase storage capacity. In addition, larger rain storage tanks are available for sale and can be considered based on your needs.
Some manufacturers have an abundance of unwanted barrels that they would love to give away. Sometimes you may be able to find barrels on Craigslist. However, if you are purchasing or acquiring a “recycled” 55-gallon plastic barrel to modify into a rainwater harvesting collection unit, be sure the barrel is food grade. This means that the only material in the barrel was food and not chemical. It is preferred to find a barrel that has a removable lid, but this may be challenging. Even a barrel with a “bung” at the top can be converted in to a rainwater harvesting unit. Additionally, be sure the barrel is a dark color, such as blue, black or green. You can use an opaque-colored barrel, such as white, but it will require a little more attention to prevent algae from growing.

In this situation, the barrel would be located in proximity to the roof line convergence (where two points of the roof come together) and the rain water usually runs off at a high rate. The purpose of requiring short-term rental (STR) registration is to ensure that STRs operate in a manner that maintains the quality of life in residential neighborhoods. By requiring STR property owners to register, the city will be aware of where STRs operate, have swift access to contact information for operators and ensure that STRs operate in a manner compliant with Irving’s codes and state law.
All single-family homes used as STRs must register.
Yes, anyone with 50 percent or more ownership interest in a property used as a STR must provide their information as an additional owner on the STR registration form. No additional fee applies to add second owner information.
The City of Irving already has a multifamily licensing and inspection program in place.

STR operators will receive a renewal notice 60 days before their registration expires, and registration must be renewed within one year of the original registration.

The City of Irving bills your water usage in "arrears." This means that a customer must use water before the city bills you for it. By the time a customer receives a statement from the city, usage is approximately three weeks into the next billing period.

Leaking or constantly running toilets are the most common cause of high water bills, even though they are not always the easiest to find. The best way to check for a leak in the toilet is to add a couple of drops of food coloring to the water in the back tank portion of the toilet. Wait 15 to 20 minutes without flushing the toilet, check the water in the bowl area. If the water in the bowl has changed color, then there is evidence that your toilet needs repair. This also may require several test to discover the leak.
Other possible explanations:
If you find that no toilets, sinks, water heaters, ice makers, faucets or outside connections are leaking, you may wish for someone from the utilities department to check the meter. The Water Utilities Department will not be able to investigate private property. City staff will simply inspect to see if the meter is indicating water flow when the household is not using water to determine if there is another issue.
Many times neighbors like to compare water bill dollar amounts. However, this comparison does not accurately reflect what may be occurring in any single household. Water usage habits vary greatly from the number of people in a household to how often hands are washed to how long people shower. Other factors could include what types of toilet(s) are installed, the size of the washing machine, how often dishes are washed, if more baths are taken than showers, if a sprinkler system is installed and how often it is used, or even if the property has a pool and how often it is filled.
Because of the different variables that could contribute to the amount of water used, the most accurate way to compare the usage would be to go back to a year ago and compare usage during that time. This allows for a more accurate comparison.
Due to the fact that it is not cost-efficient to meter wastewater use, the City of Irving uses an averaging technique to bill for wastewater services. Water consumption is averaged in winter months (January, February, and March as reflected in the bills received by customers for the months of February, March, and April). This average is then applied to the wastewater rates.
This is considered to be the best time to measure wastewater, as most customers irrigate less in these months and most water consumption is sent to the wastewater collection system after use. For example, if the water usage for January, February, and March is, respectively:
In this case, the wastewater billed for the next year from May through April would be based on 10,000 gallons per month.
If a customer has not had sufficient time in the residence to establish a winter month's average, that customer’s sewer charge will be 80 percent of their water consumption until such an average is established.
While we cannot provide you with legal advice, the Texas Property Code respective to this subject is as follows:
Texas Property Code § 92.301. Landlord Liability to Tenant for Utility Cutoff (a) A landlord who has expressly or impliedly agreed in the lease to furnish and pay for water, gas, or electric service to the tenant's dwelling is liable to the tenant if the utility company has cut off utility service to the tenant's dwelling or has given written notice to the tenant that such utility service is about to be cut off because of the landlord's nonpayment of the utility bill. (b) If a landlord is liable to the tenant under Subsection (a) of this section, the tenant may: (1) pay the utility company money to reconnect or avert the cutoff of utilities according to this section; (2) terminate the lease if the termination notice is in writing and move-out is to be within 30 days from the date the tenant has notice from the utility company of a future cutoff or notice of an actual cutoff, whichever is sooner; (3) deduct from the tenant's rent, without necessity of judicial action, the amounts paid to the utility company to reconnect or avert a cutoff; (4) if the lease is terminated by the tenant, deduct the tenant's security deposit from the tenant's rent without necessity of lawsuit or obtain a refund of the tenant's security deposit pursuant to law; (5) if the lease is terminated by the tenant, recover a pro rata refund of any advance rentals paid from the date of termination or the date the tenant moves out, whichever is later; (6) recover actual damages, including but not limited to moving costs, utility connection fees, storage fees, and lost wages from work; and (7) recover court costs and attorney's fees, excluding any attorney's fees for a cause of action for damages relating to a personal injury. (c) When deducting for the tenant's payment of the landlord's utility bill under this section, the tenant shall submit to the landlord a copy of a receipt from the utility company which evidences the amount of payment made by the tenant to reconnect or avert cutoff of utilities. (d) The tenant remedies under this section are effective on the date the tenant has notice from the utility company of a future cutoff or notice of an actual cutoff, whichever is sooner. However, the tenant's remedies under this section shall cease if: (1) the landlord provides the tenant with written evidence from the utility that all delinquent sums due the utility have been paid in full; and (2) at the time the tenant receives such evidence, the tenant has not yet terminated the lease or filed suit under this section.
Irving’s water abides by the recommended best practices endorsed by various U.S. public health organizations, including the U.S. Department of Health and Human Services. It has concluded that fluoride in water helps prevent tooth decay, improves oral health and helps maintain bone structure.
In addition, the fluoride concentration in Irving’s water is slightly below the recommended level of 0.7 parts per million (ppm) endorsed by the U.S. Public Health Services and is well below the U.S. Environmental Protection Agency's maximum level of 4.0 ppm. Community water fluoridation is recommended by nearly all public health, medical and dental organizations including the American Dental Association, American Academy of Pediatrics, U.S. Public Health Service and the World Health Organization.
